Why does Idaho have such a Budget Surplus?

In 2020 the vast majority of Idaho businesses -- and Christian congregations -- were labeled as "non-essential" and decreed by Gov. Brad "Boondoggle" Little to shut down, and then limited through much of 2021.  And now, we're being told that the Idaho civil gov'ment has giant piles of extra Georges just lying around??  

Huh. That jus' don't seem, well...  truthful.  Magic maybe?  Pixie dust?  Or perhaps it is a re-election year?  Yes, a re-election year, and it appears our cronycon governor has been employing the bending of meanings and words as of late.

And, I did mention that he -- a professed follower of Jesus! -- deemed the gathering to publicly worship the triune Creator as "non-essential", didn't I?
