The W.H.O.'s Report (in 2019) on Masks and Lockdowns

Here's another excellent pre-COVID resource printed in 2019 concerning masks and lockdown measures entitled  "Global Influenza Programme: Non-pharmaceutical public health measures for mitigating the risk and impact of epidemic and pandemic influenza", this time from the World Health Organization (WHO).  Neither face masks nor lockdowns were deemed effective nor were they endorsed  by The WHO.  

Concerning face masks their conclusion on page 26 under 4.3 Face Masks was:
Overall Result of Evidence on Face Masks
Ten RCT's (random controlled test) were included in the meta-analysis, and there was no evidence that face masks are effective in reducing transmission of laboratory-confirmed influenza.
